O Clube foi fundado em 18 de maio de 1975 pelo casal Ercy e Altair Melgarejo. Seu nome é inspirado no Quero-Quero, ave conhecida como a sentinela dos pampas, e no Rio Ibirapuitã, que atravessa a cidade de Alegrete, simbolizando a identidade e a conexão do clube com a região.
